The default inColor response page uses javascript to check for the presence of a webcam and mic automatically, although note it is not 100% accurate. If a webcam is not detected, audio only + picture can be used as an option if required.
On smartphones and tablets the native webcam are used by default.
You will need to decide in the survey set-up whether to allow participants who have not submitted a video to progress.
